hulls

I didn´t find it anywhere, so I ask: What´s is the thing with the hulls I need for building "Modern" ships? I don´t know how to get them. Nobody sells them, I don´t see any way to produce them for myself. (Japan 1.1.1915). Also nobody has any navy. Have I missed something?

Constant Rebels

I've been playing France, and around the time that I take over Morocco to try and catch Abd Al-Qadir, I keep having rebels in Mainland France. Now, I understand in Algeria, but we're talking three rebels every 3-4 days in places like Paris, La Rochelle, Amiens, etc. It makes the game pretty unplayable, because I can't do anything else as I'm too busy moving my armies around to stop the rebels.

Why does this happen? How can I stop the rebels from happening?

I find this happens a lot when I'm playing Russia too. Around 1845 or so, I get constant rebellions and I end up getting frustrated and stopping playing.

The invention is 572 in db/tech/industry_inventions.txt that activates allowing you to construct hulls

Requires techs 2104 (steel steamers) and 5304 (cheap steel) and invention 217 (Protected Cruisers) to fire, and will fire any time after 1870.

Have you done a save & reload, inventions act differently from events - they are more likely to fire after their deathdate AND fire based on a complex calculation depending on your overall prestige and ranking compared to other nations.

what is driving the POPs in Paris to rebel. What is causing their high militancy? Check the breakdown of militancy growth to see the cause and try to work it down.

Is it lack of political reforms? Remember banned parties also add a constant +0.1/year MIL growth, and France starts out with a banned party.

Are POPs able to get their needs. If they fill their everyday needs they get a constant -0.05/year MIL reduction, if they can fill their luxury needs it adds another -0.03/year.

What are you taxing them at? Below 33% taxes you get a militancy reduction of -0.005%/year per percent. so if you tax at 20%, pops in that tax bracket get a constant -0.065/year MIL drop. If you can depend more on tariffs and can keep taxes down, that can be very helpful in keeping your POPs happy by reducing the MIL produced by other facets of life in your nation.

How often are you changing ruling parties or holding elections. Change a party ruling your state outside an election will produce a one-time +1.00 MIL boost to ALL POPs. Holding constant elections will cause the supporters of losing parties to get a MIL boost as well, up to IIRC +1.25 at 0 plurality (and the amount decreasing as plurality in your nation increases).

And if you've been at war much, don't forget that war exhaustion produces revolt risks that are separate from MIL levels, so if you are at war a long time even low MIL POPs might revolt if the war exhaustion is high. Non-national POPs in particular are more susceptible to this and seem to take much longer to recover from war exhaustion (makes sense, since they're non-national Pops any military glory for the nation is not their glory, since they are not equal partners in the state).

hmmm they should have had one factory built with the factory build event, though it may not be employing people due to lack of POPs. Though there is the chance they might have said no.

Are you splitting POPs btw for the Ai nations - one of the reasons we recommend using Dietmar's POP splitter is that it massively helps keep the AI competitive in production for later game industrial goods, which often AI nations do not build or build but fail to produce because all of their craft/clerk POPs are employed in older factories and there are no free POPs available (and the AI does not split POPs, nor does it rotate POPs to work in later-constrcuted factories, factories are filled based on the order constructed in the state.)

not via reforms. You'd need to have a revolution overthrow the constitutional monarchy and establish a dictatorship and then make the reforms needed to become a democracy

Yeah, I figured I'd do that. But decided against it.
I was sure the lands I would get would cause enough problems with revolts and such I took it as a challenge.

And I had my full hands with keeping people happy and trying to limit revolts. I've managed that quite successfully tbh. But having great problems with earning enough money to keep the capis going. Only built two railroads right now. Even during polymorph structure. :S I'm puzzled at this. Laissez faire faction is ruling. And have no tariffs no tax on the rich. As well as having many commerce techs which should give more income to the caps. Really annoyed at this. :(

Now I'm bored however, I can't seem to evolve the industry.

In all this I've had the crimean war. I've managed to keep the other Great powers out of it. So it's only me and Russia against Ottoman and it's satellites. Managed to take Bosnia, Crete and Cyprus. And Russia managed to take a few eastern provinces. Izmit was heavily defended with 4 inf and lv2 fort. Which have kept them at bay. While the ruskies annihilated the Ottoman fleet. Took me 4 years to take them down. But I got there in the end. Romania was funded in all this. And I still keep them as well as Serbia and Montenegro. But I looked into some of the events forward. It's not very exiting stuff.

However, I'm struggling under all the different cultures to. That and the fact I'm having great problems developing my industry.

No, I don´t use that tool. I´ll try it, maybe than the biggest fleet of the world isn´t my 15 Monitor 10 Ironclad Japan navy. Anyway, why did np other nation build any ship? Only for a while (around 1865) the english and the us had one monitor. Is it an error, that nobody build even that kind of ships?

In my case (japan) I did not had a war since 40 years. they seem to lack liquor and canned food. How do I get it to them? I have 1000 of each in my magazines. I tried to reduce their militancy (clerks and workers mostly) by making japan a democracy with free press, voting, unions and even a small retirement paying. The revolts didn´t even stop when I put one division in every (!) province...

from what we have seen in testing, naval construction by an AI nation seems to hinge on that nation having an active steamer factory producing goods. If the nation does not have a steamer factory producing, it tends not to produce ships. Why - we don't know. However, splitting POPs for the AI nations so they have later game factories filled does seem to help prevent this problem and encourage naval building.

POPs do NOT get their needs filled from your stockpiles - they purchase directly from the world market, and when you purchase things as teh State you actually compete with your POPs to get those goods.

Access to goods on the world market that you do not produce is based on your overall ranking in the game -and the same applies to your POPs. If you are a lower ranking nation, your POPs may not be able to purchase the goods in the amount needed, though as you rise in rank this will change and suddenly you might notice a drop in POP incomes as they are now able to buy goods they previously could not get access to.

As for the reforms and POPs still revolting - which POPs were revolting. The reforms might have been good for the masses, but likely would have driven your upper class POPs into a fury, so you need to check and see which kind of POP is explicity in revolt in a given time.

Also are you funding crime fighting? Funding crime fighting lowers revolt risk (the % chance a POP will actually act out their militancy in open revolt) by a significant amount, so if you can fully fund crime fighting, that will help reduce the frequency of revolts at a given level of POP militancy.

In the end, there are LOTs of things that can cause POPs to get higher militancy and eventually revolt, and there is no one magic bullet to sedate them, you have to keep trying to find the right combo to get the rates of MIL dropping as quickly as possible. And remember, if you see a POP with a mil rate change of -0.10, that means they are only losing 0.10 worth of militancy per year, or will need 10 years to drop one point in militancy. In the end the best solution is to be nice to your POPs and not get their militancy rising in the first place, because it is often a very hard long road to get things back to normal and POP mils out of the danger zone (any MIL >7.00 will produce a POP with revolt risk).

Hm, but I was nice to my POPs. I produce the things they need, made the reforms they wanted (at least I think so (liberal=democracy) and kept the "peace in our time". I don´t understand those guys... :D

VIP:R 0.2 question - possible to get 'the Conservative Empire?'

First off, let me say that I absolutely love this mod, I think the team has done an outstanding job with it :D

My main question is (and I started a thread on this for vanilla Revolutions the other day, but now in VIP I'm having issues, heh) how do you get the Conservative Empire event for German unification to set off?

In three games as Prussia, I've noticed that in each game, in 1848 or 49, Venetia, Lombardia, and Hungary all declare independence from Austria, yet Austria suddenly gets a massive amount of prestige (300-ish), and then gets even MORE prestige as it proceeds to conquer and annex all three. By the end of all this, each time it ends up with around 500 prestige. Now I'm sitting there as Prussia with 120 prestige going there's no way I can catch up and get more prestige than Austria for The Conservative Empire to fire (and to top it all off, Austria builds up a huge army to deal with these revolutions, putting them on a roughly even footing in terms of military score with me, making it difficult to try and declare war and humiliate them).

UNLESS, of course, the requirements for The Conservative Empire are changed in VIP (which I can't tell, I can't seem to find where you guys hid the new events :p ), but even so, it's alarming that 3 out 3 times Austria jumped from around 60 prestige to 500 prestige AND tripled its military score (from 18 to around 60; I was normally around 70 by that point) over the course of just a year and a half.

SO, I guess to sum it all up, does The Conservative Empire have different requirements in VIP, and does this beastly chain of events that turns Austria from a push-over into a serious contender fire 100% of the time?
