Is i possible to modify the limits Laissez-Faire and Interventionism impose on taxation? As it stands, Laissez-Faire governments can tax their people at 50%, which seems vary high for an "invisible hand" philosophy. Also, Interventionism allow governments to tax up to 100% - which seems a tad more than just intervening.
This traits, coupled with an AI that will readily tax its poor but not its rich, results in odd political arrangements. I routinely see Socialist governments in the U.S. and the U.K., because the AI has overtaxed its poor POPs.
What I would suggest, if it is at all modifiable, would be the below paramters:
Laissez-Faire: Maximum taxation at 33%
Interventionism: Maximum taxation at 50%
State-Capitalist: Minimum taxation at 20%, Maximum at 75%
Planned Economy: Minimum taxation at 50%, no Maximum
This would restrain AI revenue capabilities in Laissez-Faire. If there were a budget shortfall, the AI would either have to tax richer POPs or reduce spending (which non-Great Power governments do anyway - witness the preponderance of corruption buildings). Many non-European governments are likely to be Interventionist anyway, as the myriad kingdoms and fiefdoms start with an Interventionist conservative government.
Also, with a max tax rate of 33%, Laissez-Faire governments would have a reduced push on consciousness. Taxing at 33% does not effect consciousness either way, whereas taxing at say, 50% will gradually increase consciousness.
