OK, I'm trying out VIP... sorry if this seems like a really basic question, but I'm curious about the events that fire related to Africa and many of the other new nations that replaced the empty land that you could build colony buildings in under the old GC. What file contains these events?

I saw something about these territories being awarded by event and that if you try to take over an area that another nation historically controlled that they get really upset with you. I'm curious about finding out which territories are "mine" and what I'm waiting for before I get them.

The events regarding African colonisation are spread out across the various nation-specific event files for the countries actually involved, as well as in the VIP_Colonization.txt file. Also, with respect to what is "yours", well generally what was historically the case.

With respect to colonisation in VIP in general, well...

In VIP there exists an event-based colonisation process whereby nations which had historic interests in an area are involved in the colonisation event chains. These nations can, of course, refuse to accept the historically agreed position (represented through the event system implemented), and attempt to take the land by force themselves. They can also seek to take land themselves before the historical treaties were signed. However, going ahistorical has it's own problems too.

For instance, there are many scripted revolts for if a native country is taken by a power which did not follow the historic path. This is a good system in place as it allows there to be some incentive to follow the historical route for the player. Furthermore, it is also plausible since the colonisation process largely depended upon their being consensus among the colonisers, as well as the existence of a relationship between the coloniser and the natives. If either of these aspects were to be undermined then it would indicate weakness; weakness which would no doubt be exploited by the conquered in order to reaffirm their own independence once more.
