The game was nearing its ending years and, having an advantage in military strength (I had developed tanks and produced them in good quanitity, so had developed a good number of infantry with tank attachments), I decided to go on a true war spree. I declared war on Russia, and did rather well, but some of the WW1 related events fired, namely, the sending of Lenin to Russia, the Russian revolution, etc, that much made sense. At the end of the war I had a modest 25% war score and all was well. I then suddenly got the Rebellion event that occurs to Germany if they lose WW1, which made no sense at all.
I'm unsure if I installed VIP correctly, seeing as your 1914 scenario crashes when I try and run it, an improper instillation is the only explanation I can think of beyond the event itself not being written correctly.

My guess is you installed correctly. The events for the 1914 scenario are designed also for later game firing in other scenarios IIRC, but have probably not been looked at all that much in VIP lately - later game has not been the primary focus for the developers up to 1.04B, so the potential for oddities to come up later in game with events designed for late game is quite possible, especially if they are vanilla events.
