Sorry for not commenting earlier... I think the Neauchatel sequence was rightly critizied for just not working correctly in the Vicky engine. I think it should be removed.
Meanwhile, I have an idea for a much more important Swiss sequence: one dealing with cultural identity. It would go somehow like this:
1) If Prussia/Germany has greater Prestige than France, an event is triggered (randomly) that asks for cultural orientation. Choices are Prussian or creating an own, distinct culture. Standard choice is Prussian (at that time, it was seen as a role model. In the Franco-Prussian war, Swiss army officers even provided the Prussians with intelligence, a clear breach of neutrality.) Own culture should be painful (large prestige hit, consciousness and/or militancy hits in rich POPs. Though Switzerland should not have many of those...). Prussian orientation gives some prestige and sets a flag.
2) Similar event triggers if France has greater prestige - even if event 1 fired. In this case, the country will be devided - thus, if both the Prussian_Culture and French_Culture flags are set, there will be a sharp increase in militancy. However, historical choice here is distinct culture (it was there, but IMHO much less pronounced).
3) If both flags are set, and France has greater prestige, if rebels control the French speaking cantons, they will secede to France, change culture to French, and France will get claims on them (Switzerland can choose to acknowledge the secession or not). Vice versa for Prussia. They convert to South German culture.
4) If France and Prussia/Germany are at war, an event pops up if one (or both) of the flags are set, asking whether Switzerland should support the country it oriented towards. Choices are Openly, Covertly, and Absolute Neutrality. Standard choice is covertly.
Comments, especially on actual effects?
Oh, and IMHO, Popular Unification should get clearly more BB than any other unification. Second is Frankfurt Diet, then historical, and least BB for Conservative Empire. This represents the desire of the European powers to keep their monarchic constitutions. Of course, all should give a little...
