VIP - German capitalist stop building?????

I'm playing VIP:R 0.3 and 5 years after I unified germany as prussia my gigantic hoards of capitalist simpley stopped building anything. No railroad upgrades, No factories. NOTHING!!!!

Please help!!! I cant continue like this!!

What are their cash reserves like? And what's your ruling party's economic policy?

Laissez-faire, free trade and liberal and I have taxes set to 15% for rich and tarrifs at the max allowed on free. I dont understand it!! They should at least build ONE railroad after my railroad tech went up but they didnt!

I've noticed this in both my Germany games. My capis just stop building around 1880, no matter how rich they are. It's on Ricky though.

why is this though ? Is it hard coded? Thing is I inherited A LOT of unemployed Laborers and there is a huge amount of capital, ripe conditions for investments

I don't know, I've yet to figure it out. It's seriously crippled two German games so far.
