I am playing a game with Vic 1.04 VIP Two Sicilies, and I have a fertilizer factory on Sardegna. It has sulphur input, 10 craftsem/clerks working inside, but no output at all. What is the problem here?

Check to see if you have any ships available in your convoy screen. If you don't have any, any territory not connected to your capital by land won't provide you with any income.
