Initial Territorial Holding, Colonizing bans and more ideas
I offered this in my earlier colonization thread as a guide on what to reduce for initial holdings by the major powers that were causing all the odd colonization problems. I'm putting it in this thread with some updates so that it is part of the discussion on colonization that is going on here since we seem to be making more progress with this thread and it has the discussion of colonizing bans on it.
NETHERLANDS
The big problem here is that the Dutch did not have direct control over the East Indies in 1836 - in fact their control was basically limited to Java and the southern part of Sumatra. The Dutch would then spend the rest of the century establishing their control over the archipelago, with the last regions only coming under secure Dutch control between 1905 and 1910.

RUSSIA
Here the factor that can slow Russia's ahistorical colonization is to focus on claims over the interior regions of Siberia first, regions that were the focus of Russian exploration and negotiations with local native populations throughout the course of the nineteenth century. Also as the main thrust of Russian expansion into Central Asia occurred after 1840 most of the claim buildings should be removed, as well as Russian claim buildings in parts of Alaska.
Remove from direct Russian control in 1836 :
1) In Archangelsk : 93
2) In Ural : 98
3) In Tomsk : 103, 104, 105, 483
4) In Irkutsk : 106, 487, 489
5) In Far Eastern : 110, 107, 777
In Alaska, keep Russian claim buildings in 9, 18, 19 and 128.
In Turkestan, keep Russian claim building in 1081, remove the rest, remove all claim buildings in Turkmenistan.

Here the issue is getting the order areas being colonized correct, plus some regions like New Zealand the UK starts out with too many claim buildings at first so some trimming would be beneficial.

Ontario : Direct control over 608, 609, 610 and 611; claim buildings along Hudson Bay and 614 and 568 (along US border), remaining provinces unclaimed
British Columbia : UK claims at 136, 125 and 124; US claim at 117; remaining provinces unclaimed
Manitoba : claims at 162, 163, 165 and 171 remainder unclaimed
Alberta : claim buildings along US boder, remainder unclaimed

Northwest Territories : claim buildings at 31, 29, 32 and 36, remainder unclaimed.
Australia holdings 1836 :
New South Wales : all direct control (2736/2749/2750/2841) and 2740 in NW corner unclaimed

FRANCE
This is the most difficult because there are really no areas where French claims can be trimmed back. One thing that should be changed is that on the start of the GC France should be at war with Aldjazair, which will open up central & southern Algeria for colonization. France's tendency to get involved in wars however provides a break on colonization, something that can be enhanced with events.

The original setup really overstates the amount of control Portugal had in Angola and Mozambique. At best they had footholds at Luanda and Lourenco Marques but most of both colonies had limited Portuguese presence.

SOUTH AMERICA
Much like the USA, I think several of the South American nations are given too much territory they can directly exploit from the start of the game in 1836. Brazil especially should not have complete control from 1836 of the Matto Grosso or the Amazon and its resources. Much like the USA, the process of settlement of the interior of South America (and Patagonia for Chile & Argentina) was one of the major acomplishments that took most of the nineteenth century to firmly establish. Hence here are the changes I would suggest for various South American nations :

UNITED STATES (& MEXICO)
Because of the massive amount of event scripting in VIP North America these suggestions are all tentative although at this point I have not seen any CTD's caused by utilizing these initial starting points with the events in VIP 0.11. So I offer these as a rough suggestion that can be modified as the North American event writers get their events smoothed out. Some territorial reduction for the USA is desirable as it is possible to make territories into states immediately if they are on the same continent as the mother country, even if the population majority threshold is not reached. As a result direct control of the Great Plains from the start creates some major ahistorical problems - railroads in Kansas and the Dakotas in the 1840s, for example. Also while various treaties would give the USA claims over the territories West of the Mississippi it did not mean effective occupation of the land and its resources. Based on when territories were granted statehood I would reduce direct control by the United States in 1836 with the only territories being Michigan and Arkansas while Florida should have claim buildings in the panhandle provinces with Tampa not being occupied. Beyond that the USA AI should move to create claim buildings in unclaimed territory then establish territories and states.

Direct control by Mexico of the whole swath of land in the Mexican cession is problematic - New Mexico and coastal California yes other areas were very tenuously control and should be reflected as such by demoting these regions from direct control to either claim buildings or completely empty. Shoud the USA seize these regions, then the USA would inherit the claim buildings or direct control areas and can complete the settlement of the territories.
