hard to say, the thing that has delayed 0.2 was that we reworked resources and factories to add new resource and factory types, and that required a good deal of testing to balance right.
I'd like to have an 0.3 version by the end of this year if possible (0.2 hopefully for May 2008) so I'd rather get new versions reduced down to approx 6 months turnover.
But in the end it does come down to available free time among the developers and what contributions come from the player community. If the two or three developers who code have to do all the coding for the alliances so that the diplomacy leading to WWI is set, then it will take a good amount of time before WWI is included. If volunteers want to code the alliances for us, so that we can focus on balance and integration issues instead, it will take less time.
Event writing is in many ways the most time-consuming part of the process. If people in the community want to see more rapid turnovers in new versions of VIP with new material added, lending a hand in the event writing would be a major contribution to that process.
