edit: in this current game they are a satellite of mexico, having lost the war when mexico declared war after the revolt.
I'm getting my events mixed up between Vanilla and VIP. VIP is more difficult than Victoria
In VIP what you need as human USA is to be at war with MEX, TEX not exist, and at least 10% of Mexico must be occupied (something like 4 or 5 provinces). If you accept peace early, VIP does not have a G-H treaty just for winning the war, us must fight until MEX throws in the towel. If you accept MEX peace feelers, it will prevent G-H from firing. G-H in VIP only fires if USA and MEX are still at war.
The trigger for the event checks once every 30 days so you need to hold at least 10% of Mexico's provinces for around 2 months for the event to trigger.
So at this point, the solution if you want to get G-H is to DoW mexico again and take 10% of its provinces or more and wait,then the event will fire.
