I am not sure if this has already been addressed,

It seems that the AI UK, France, and the US aren't building any railroads, whereas Germany and Italy are taking the top places in the industry score, this has happened for the last 5 games.

I think it might have something to do with laissez-faire parties being in control and not enough capitalists but I'm not positive.

In my new game as Prussia, the UK is covered with rails by 1840, and France and the USA are doing nicely too.

I don't think they are currently used, but have been created for evenutual events later to be developed.

Nope. It was definitely a dominion of the UK, as I was playing Russia and came up against Canada as a dominion of the UK (I didn't do any campaigning in Canada so no interference there).

Like I keep saying, this is one heck of a mod. But nothing perfect, and I do have some ideas and suggestions to make the next version even better.

Among the changes I'd like to see are:
- about two more Spanish states, smaller Spanish states in general (not more than 7 provinces each).
- Possibly reduce the size of Saxony and Hanover to not more than 7 provinces each, insert new state.
- Slightly larger French states on average, about 4-5 provinces each instead of 3-4-5. France was no slouch in industrialization, early or late, and its ability to raise capital was second only to Great Britain for most of the period.
- Life rating of London down to 45; the place gets ridiculous as is. New York might reasonably get lowered to 50 (but only if more immigrants go there instead of to California).
- split up of Archangelsk into two states, some reduction in Russian state size elsewhere. Russian capital formation was not one of its strong points.
- Split up of California into two states, unification of Washington and Oregon into a "Pacific Northwest" state, reorganization of the New England states into "Southern New England" containing RI, MA, CT, and NH and all having at least 40 life ratings, and "Northern New England" containing VT and ME and having 35 life ratings. Some other places in the USA also deserve 40 life ratings instead of 35, including the Great Plains states after about 1860.
- Combination of IL, IN, OH, and MI into two or three larger states, with the same life ratings given to favoured places in Europe. Remember that, historically, this region became a center for far and away the largest steel and automobile producers in the world. It deserves much more attention!
- Russian RGOs are short-changed, IMO. Many of the 1.5 values can reasonably be set to 2.5, especially for food and timber. There should be at least one 4.0 coal RGO somewhere in Moscow state. Sevastopol state can be split up, but the northern portion made richer and possibly also given higher life ratings. More generally, Russian population growth seems a little low now; it was way too high originally and I think modders may have gone overboard in correcting the problem.
- Osterreich provinces deserve 40 life ratings (Vienna 45).
- I know the presence of gold in California and Alaska is historical, but it leads - especially in the case of Alaska - to totally ahistorical immigration and importance. Alaskan gold production in particular should be brief. Consider using precious metal ("mining booms") to lure people to the Plains states for brief periods.
- The removal of Hungarians, Slovenes, and Czechs reduces Austria's state population to just over a fifth of the total - less than 7.4 million people at game start. Austria had some ethnic problems, but they weren't THAT serious! Remember that, taken together, the four favored cultures constitute only half the total population at game start; that's already a quite sufficient disadvantage.
- The French population growth modifier is so severe that, while most nations get +0.08 population growth in a non-food growing province with 35 life rating and no modifiers, France gets +0.03. This is way too harsh whether France is played by a human or an AI. A "pop_growth_mod = 0.997" is plenty.

VIP- a little advise please.

Hi all,

I have just downloaded VIP (finally) and i was wondering wich country may be the best to start with, an interesting nation wich will give me a good overview of the mod, etc..

Note than im not a bad Vicky player (i just never post in its forum :( ) and than i don't have Revolutions, so im playing version 4.5, i think.

Tukulor. They get all kinds of kick-ass events that let them build their own little Saharan empire. Of course the French will inevitably show up and crush you like a bug, but you can't have everything.

More seriously, any great power would be a good choice because the great powers get most of the good VIP events. I prefer the OE myself.

I've noticed something like this as well:

For example playing Sardinia-Piemont with its state capitalism party at game start, none (even the UK) of the countries with a laissez-faire party in power will build railroads. (ie: France, Belgium with the liberals in power, UK, etc.)

When changing to an interventionist party (still as S-P), they'd all start building again. Loading with one of them countries and letting the game run for a while showed the same result, everyone was happilly building railroads. I've noticed this playing the two sicilies as well, or Japan before the Meiji restauration, which all had state-capitalism parties in power.

I'm pretty convinced something is not going right there, and have nailed the problem down. Anyone else experiencing this problem?

For example playing Sardinia-Piemont with its state capitalism party at game start, none (even the UK) of the countries with a laissez-faire party in power will build railroads. (ie: France, Belgium with the liberals in power, UK, etc.)

When changing to an interventionist party (still as S-P), they'd all start building again. Loading with one of them countries and letting the game run for a while showed the same result, everyone was happilly building railroads. I've noticed this playing the two sicilies as well, or Japan before the Meiji restauration, which all had state-capitalism parties in power.

I'm pretty convinced something is not going right there, and have nailed the problem down. Anyone else experiencing this problem?

This is something that we have noticed, but unfortunately there is little we can do about it. Not sure what is causing it, at first we thought we had it fixed by reducing the prices from what we tested (and it worked fine in testing as Prussia, and as players have said if you switch to interventionist you see results). but apparently there is still an issue if you start as State Capi - it's as if the whole game thinks it is S-C instead of just your nation.

It likely is something in the .exe that is being aggravated by the changes made by ViP, but we have not been able to track the issue down completely. Why starting as interventionist isn't a problem for AI ENG/FRA/USA to build but State-Capitalist is a problem is, to put it mildly, bizarre.

IIRC, you get a hit of -10 for every surplus tech you offer. But that doesn't completely explain your -25 hit.

I'm not so sure if you get a prestige hit for giving away provinces, however. (or is this VIP mod only?)

Nothing we in VIP did to change the amount of prestige lost in trading techs. You lose 10 prestige for each tech you trade.

Where the other 5 is coming from, i'm not sure.

disappearing money...

My capis suddenly change "issues" and then lose all their money. is this supposed to hapen? :confused: they sure arn't building anything. their reserves go from 1500-2100 to 400-500

i should mention that i am uncivilized. i suspect they are buying state bonds, since i am gettin 0.1 income from state bonds. maybe some tech is required for the capis to build stuff?? or do i need to be civilized?? :confused:

Will Prussia ever give up?

Playing France, actually a VIPR01 game, but I'm guessing the AI scrpting is vanilla.

its now 1900. prussia has not formed in to Germany or the Northern federation. They are allied to italy. prussia dows me evry five years without fail and has done since late 1860 to 1870? I have been allied at times with Austria and Switzerland. Austria and Switzerland are being gradually eaten up in each war.

I know prussia wants to occupy paris and form Germany but they haven't managed to do so against me yet.

Will prussia ever give up on dowing me?

Also the succesive wars must be adding to my revolt risk, France is pretty much permanently red on the rr map. I'm just defending myself against the aggressor here. Prussia and Italy otoh have no such revolt problems and according to the ledger have pretty much nothing in the way of reforms whereas I have introdcued all I could afford before my current laissez faire govt came to power. Does the AI have an assist/cheat in controling revolt risk?
