Yes. If you look at the event file they are in, they include older techs and the newer techs, though not wineries (that I know is not a factory to be build via event)
The reason you often see them in groups is that they are dependent on the nation attaining certain levels or having a specific ruling economic position. So if you have been interventionist, the event fire later than if you are laissez-faire for some early factories since l-f can't build or expand anything while interventionists can expand. However if you switch to L-F, then you might meet the requirements for several of the factories all at once now that you've changed government.
Or a bunch of the factories have minimum literacy rate, and you may have met all the other criteria except that, and once you reach it, the events all fire.
I'm working on a rework of the file so that there will be less tendency to have the events appear all at once, but it will be impossible to prevent some clumping of events, since the use of the different thresholds means different nations will reach thresholds at different times
