I'm playing as Siam, running VIP 0.4b. In two separate games, sometime in the late 1840s the "Open Negotiations" button has disappeared from the diplomacy tab - it's not grayed out, it's simply missing. This doesn't seem to happen with other countries. Does anyone know what might cause this?

Hell, if you don't press the pause button on the first day most of what you want is gone. I don't think the modders had any idea of how quickly the AI colonizes.
