1. Why is it not possible to colonise early in the game? I have the required money and goods but can't colonise yet. Its only about 1840. If this is to stop an early colonisation race and I need more prerequisites then I fully approve, but when can I begin?

Check your diplomacy; you should have a set of treaties preventing you from colonising, IIRC, made with yourself. From memory, the first one to fire for France is 1855 in Africa?

2. This is a hangover from vanilla Vic; Is it possible to look at modding the chances of an ally allowing you mil access. Spain asked me to join their war vs Carlanists and I agreed, but then they refused to give me mil. access. I've found this to be quite common in other vic games and think its a bit silly!

Nah, sensible geopolitics. If you must sup with the devil, use a very long spoon... ;)

Bugs:

I haven't seen Germany form without the NGF and SGF. Germany seems to always form with the Frankfurt Assembaly.

Some places sometimes instantly get native attacks when a colony begins construction. I've seen this in Freetown and South Sakhalin.

The National Audabon Society reported that the Snowy Egrets were extinct.
"What? Why wasn't I informed they were threatened?!" said the president.
He made plans to dissolve the Audobon Society.
Then a few days later the National Audabon Society reported that the efforts to save the Snowy Egrets had succeded and they could be found in increasing numbers.
The president then executed the plan to dissolve the National Audabon Society.

I have noticed that in a few games that the ACW has never occured? Also several request annexation events occured where whatever event that fires after they request annexation never happened like one involving Texas.

Another thing I saw constantly was Italy tearing into Austria and taking the Balkans from them. Also in AI matters that the UK grabbed nearly every advalable land in Africa and the Pacific while Portugal took several African nations over making Sub-Saharan Africa split between the UK and Portugal. Is it being worked on where nations AI changes after certain dates or when objectives are met to prevent nations from keeping on taking territories from a nation after they took what they won from a historical war? If I'm not mistaken as well, isn't it possible to have in AI files where they build railroads so it'd be possible to have them develop historically as well by having AI's change after a certain date.

As a side note, has anyone ever seen Germany get colonies since I have never seen that? That and Belgium getting the Congo? I have seen that with historical wars the historical treaties are set up which I really thought was good seeing but I haven't seen it set up for the Crimean war or really anything with the Russo-Japanese war. Have various people come up with treaty events if an ahistorical outcome occurs where the other side wins various wars?

Sardine united Italia through voting but don't get south italian culture. And here is how I get that. Lombardie and Venetia join Austria in the war vs Krakow. So when Sardine ally with them, Sardine also join Austria vs Krakow, not fighting Austria to save Italian brothers! A peaceful Italia unification!

Did you see this after starting a saved game?

I had this happen to me, and it is on my to do list to fix, but as it is a flavor event, I'm not so worried about it until 04. As the inciting event sleeps one of these depending on which action you choose, I'm betting that you had the first event, saved the game, quit, then started up the game sometime later (that's what I did when both happened to fire). My theory is the game forgets that one of these events is supposed to be slept. :)

Have you gotten Darkrenown's "unofficial patch?" If not, you'll probably never get an ACW until you either get it or 03b.

If so, then yes it is possible for the ACW to not fire: more states enter as slave states keepinging sectional tension low; the Republicans aren't elected to office; the South hasn't been angered enough by abolitionists to want to secede; the sectional tensions still aren't high enough to warrant the "Crittenden Compromise."

That is WAD. The event still has the vanilla value of:
A option: 70%
B option: 30%
so, if your AI chose the B option many times, you had bad luck, try again. :D

with limits on tech research, especially with high tech cost, players need to choose what to research. That's a plus. But then they often have to ignore naval techs and army leadership.. If each tech have their cost appropriate to their useful, they may consider their choice. More things to consider, more brain work, more fun?

I'm not certain of exactly what you mean here. Do you mean that a country (such as Texas) requested annexation, and then nothing happened? (For Texas, the event sequence should begin with USA requesting Texas to agree to annexation -- then Texas can agree or reject the request. What did you see happen, and what year was it when this was going on?)

The key is to grab the islands as soon as possible, for me it was the early 40's. Okinawa and Anami are good islands to colonize, but Bonin is quite useless. Bonin receives no immigrants and the population never grows above 1100 fishermen because of low LR.

But by taking Bonin, you both gain some prestige and unify the "Kanto" state of Japan. Also it is always nice and fun to colonise. ;)

Sorry if it has been mentioned before (which MUST have been :) ) but is there a problem about the "leadership in germany" event? When Austria said it is not acceptable, there became no war in that.

I would also say some words about ACW, but it is clear after I read this page that we have to wait for 0.3b.

In event 279999 Cretan Revolt(TUR); Here below is displayed
trigger = {
OR = {
owned = { province = 1335 data = TUR } mesolongion
owned = { province = 1336 data = TUR } argostoli
}
}

Those provinces are not in the island of crete. The provinces should be changed with;
1355 # Hania and 1356 # Iraklion.

In event 279019 Serbia captures Nis(TUR);
As I have said previously, the line
"exists = SER" should be added as a trigger.

Also about the Crimean War, I saw Russia lose 1 in 2 games which is very good. (In the other game OE and Russia made a quick peace which was incredible to see!!) So my previous moaning about the "Russia's at least 16 province loss is too high" seems wrong. -for now- ;)

What is the problem between Holland and Belgium? In my last game Holland 4 times declared war to Belgium and humiliated them. If the Belgium's allies didint help maybe they can be annexed. Dont they have to be good in relations? :)

I know (well I think so) it is not VIP's issue but peace acceptance for your enemy is very very low. I was Belgium (it was not me that Holland declared war to. I had a good military strength when I was Belgium. Those pesky Dutch didnot dare to declare a war to me. :) The things I have told in the upper paragraph was in my other game I was Japan) and after my colonial declaration of war to Portugal, I overran them. I had a 20 or something percentage. The only thing I want was 3 african provinces. They refused and refused, the suddenly they offered me their almost entire (maybe all of theirs) colonial provinces. I accepted. (Dont blame me it was tempting. :) I got goa and bali and all of mocambique, kap verde and sao something island and so on) Then the entire world declared war and simply kicked my ass. What my problem is why dont they accept my offer. %20 for me and my offer was only %3. It is stupid.

And finally I was always behind the idea that Austria should suffer with revolts. It is so right now and I think it is historic and right in the game but 0.3 Austria keeps their military strength around 10-20 which is absolutely very very low. I know there are some reasons for a low number. Austria should lose against Italians and Prussians... but 10-20 MUST be 25-35 for me. Austria hardly takes over their rebellions and they constantly loses war. Simply Austria's military power (generally of course I know it is flexible from game to game but both my games it was 10-20 and mostly 12 or 13 or something) should be between 25-35 IMO.
