The Welsh speak an entirely different language to anyone else in the British Isles: if that doesn't justify a different culture tag, then there's very little that does. Scots and English are similar, but I've heard it said that there is as much difference between them as, say, Norwegian and Danish.
As for there being "no change", Scottish Home Rule bills were debated repeatedly in parliament over the course of the 19th century. Had any of them passed, you would have seen a devolved Scottish parliament well within the Victoria timeline. Gladstone was a noted proponent.
