Return of POWs from Russia

This event requires Brest-Litovsk event for Russia to be added with a new command trigger.

Also does anbody knows did German POWs stir trouble upon arrival from Russia as well?
 
If they are not brought into the army, then I'd think they would help spread communism elsewhere. Raised militancy and shift of ideals to communism and socialism might be the effect. Also I doubt officers would be happy to see returned POWs not to be used by the army.

Good idea this about officers. But returned POWs weren`t really pro-communist. That is just something ruling circles though they were or were accusing them of being once they started causing trouble. Most was just fed-up and disilusioned with the war.

When I was testing this event, manpower was rarely boosted up by more than symbolic numbers and never even close to 250. Anybody has any ideas why is that so?
 
Maybe you should think about setting the dominant issue to Pacifism or Anti-Military for lower classes if the POWs are sent home. Much more realistic than tinkering with militancy, since they weren't professional agitators.

Question

About Austria in this scenario. Shouldn't Austria be Austria-Hungary? There's a shield for Austria Hungary in the C:\Program Files\Strategy First\Victoria\gfx\map\shields region. But no battle flag, so I'm assuming they couldn't finish it in time. I got the shield working, but all Austro-Hungarian units have no battle flag. Sorry if this was already brought up.
