You get "USSR worries over violations of neutrality, treaties" after you diploannex luxemburg. Even if you "can't make no promises" about benelux neutrality.

I used to guarantee Benelux neutrality every time when the event came up. That was until Belgium and/or the Dutch joined the Allies and declared war ON ME - and I still saw the messages about how the french, russians etc were outraged at how I'd broken treaties.........
Not sure what actually happens though when those messages appear - perhaps it's just a smokescreen for some tech or IC bonuses being given out to your enemies.

hmm, would need some extra triggers then so the benlux cannot join the allies when neutrality is promised!

Yeah. So they cave in to my demands without fighting. That shouldn't, IMO, create as strong response as an actual invasion.
