Ok, but that contradicts eliaspays answer. So, when are the treaty being broken:
1. When the first CN is created, or
2. when the second colony province is started to be colonized, by another nation than the one colonizing the first province, or
3. when the second colony province is self-sustained?
Sorry for being picky, but I have a feeling there's something here which maybe should be improved. Either in the gameplay logic, or in the information given to the player.
