I don't know if its a bug but it seams like it, or its odd atleast. If you get a "Shipyard " before the Age of the Vikings and then wait till that age your "Shipyard" turn to "Shipyards II".
So what you do is Observatory tech points -> Ship tech -> build Shipyard -> Age of Vikings -> (free) Shipyards II
A very useful way to turn your Shipyard/s way more powerful early with a "age" bump.
