It is not very realistic to judge victory only because of provinces held. I thought of three factors that would modify the base result of victory points:

- military strength per province; when higher than worlds average - a small bonus; when lower - a small penalty

- IC per province; analogicaly

- a small bonus for each secret weapon type constructed in at least one exempar(constructing a second secret weapon unit of the same type would only give the standard military strenght per province bonus)

Why? Because if at least two of three ideological alliances remain strong after the war, the one who meets those conditions is in a better situation for the cold war that would occur after the endgame(or even for a hot war...).

Furthermore it would give a better incentive to have a nuclear programm, because in my opinion now, it's not really worth it, because it occupies a reasearch team throughout the whole war and afterwards you have little opportunity to use the fruits of it anyway. You can achieve much more by developing standard technologies instead. :(

I've found nuke's quite useful. I can usually get them ready to go by 1944, which helps them serve their historical purpose of finishing a war. So, when playing as the US, I use them against Germany to make my advances inland and reduce the need for boots on the ground. As Germany, nukes are very helpful for finishing battles. In a recent game I took Britian, but not the northern island, where 27 british division were garrisoned. A nuke was perfect for that, and thus, the liberation of Scottland. The same was true for me in Hong Kong.

Nuke's are *extremely* powerful when playing a stupid ai that loves to stack, stack, and stack some more. If you are a nation with a good team for it, Nuke's are a no brainer to do. The reasearch is only one team, and by the time you are building your reactors, you should have way more IC than you know what to do with anyway!

I'll try a new campaign without nukes anyway for comparison. But even if, I think those modifiers would be helpful.

Moreover maybe it's convientient to take a stack out by a nuke, but there are many ways of doing it in a classical way. Two weeks of normal bombings, cutting them off supply, and they are doomed anyway. With standard air force in the place no stack is an long-term obstacle.
