There are very few VPs left on the map, which make some easy annexations (especially in South America) possible. But maybe that's a matter of taste.
But why do the United States have so many VPs, especially in the 1914 scenario? They weren't considered a great power back than and had a isolationist foreign policy, so the majority of the VPs should be in Europe by then, because Europe was the centre of WWI.
And the Central Powers need more VPs too. I actually "lost" WWI after beating the Entente because I just hadn't enough VPs.
