AFAIK, there isn't such a utility. The general consensus seems to be that HOI is based on a specific world situation, and that the chance of absolute "weirdness" in a HOI game if it is based on a Vicky game is just too large. Also, with HOI2 in the pipeline, people might be hesitant to do too much "stuff" based on HOI1 at the moment.
That said, people wanting to make something like that should feel free to do so; it could turn out to be useful and interesting after all

), a converter from Vic to HoI2 might not be out of the question. We'll see.
