Victoria: Revolutions FAQ
General Questions
Q: Where can I find copies of Victoria and Victoria: Revolutions?
A: The easiest place to find these games is on Gamersgate. If you prefer a hard copy of Victoria, it is part of the Strategy Six Pack available through Paradox's e-shop, or you can search for used copies at Ebay and Amazon. A hard copy of Revolutions is available through the e-shop.
Q: What version of Victoria should I install Revolutions over?
A: It is recommended that you install Revolutions over a fresh install of Victoria 1.0 that has been updated to Victoria 1.4.
Q: What is the latest version of Revolutions?
A: The patch is included with the download and CD versions and is not available separately. OHgamer has been kind enough to update Revolutions 1.0 with several unofficial hotfixes. They are available in his signature.

Q: How do I colonize a province?

In addition, colonization now depends on naval bases:
Q: My capitalists stopped saving money. Why?
A: Is it late in the game? Then the answer is probably that they are spending money on recently available luxury goods such as automobiles. You're going to have change your taxes, even if they're low, to start saving enough money for factories again
Q: How do I convert a Victoria: Revolutions saved game into a Hearts of Iron II: Doomsday saved game?
A: When you reach the end of the game, a dialogue box should appear. Choose to convert. A file will be created in the /Victoria/scenarios/exported games folder. Copy or cut this file and place in the Doomsday/scenarios/save games folder. Start Doomsday. Your game should appear as a saved game.
Q: How do I trigger the start of World War I?
A: The only way to play the historical WWI is to start the 1914 scenario. You cannot trigger it in the other scenarios. However when major powers get involved in a war against one another, their dipolmacy box will indicate that they are "In the Great War." This can happen many times throughout a game and is not "the" WWI.

Q : My government has reverted to a one-party dictatorship, how do I become/restore a democratic, multiparty government?
A : The cause of this problem is having a radical ideology come to power, be it fascist, communist, reactionary or anarcho-liberal. Whether by election or by revolt, the result once it comes into power is for it to proclaim a dictatorship at the start of the month following the one in which it came to power.
To restore or become a multiparty state you need to do the following :
1. In the political reforms, change your parties allowed from None to Right To Ban.
2. Replace the current radical party in power with a party that is either conservative, liberal or socialist.
3. With the new party in power, go back to the political reforms and make further changes as you wish regarding voting rights, public meetings, unions, press rights.
4. At the start of the next month the game engine will transform your government from a one party dictatorship into either a constitutional monarchy or democracy, depending on the reforms you made in step 3. Your form of government will not change until the first of the month following the change in the various reforms, so you may remain a dicatorship for up to a month depending how early in the month you made your reforms.

Gameplay Questions
Q: How do I colonize a province?

Techs/Inventions Required for Colonisation:
All nations start the game being able to colonise any empty province with a life rating (LR) of 30 or above. There are 4 points in the game - 2 inventions and 2 techs - where the life rating threshold for colonisation by your nation is reduced, as follows:
The Anti Malaria invention (I543) lowers the threshold by 5, so a nation can now colonise any empty province of LR 25 (and above).
The Machine Guns tech (T1104) lowers threshold by another 10, and can be discovered any time after 1860. This allows you to colonise provinces of LR 15 and above, opening the gates to many areas of Africa.
The next lowering comes with the Nationalism & Imperialism tech (T4304), which can be researched from 1875. This lowers the LR threshold by another 10, to provinces of LR 5 (and above).
Last 5 LR are covered by the Manifest Destiny invention (I454), which becomes available in 1880 and allows you to colonise any province that is still empty.
In addition, colonization now depends on naval bases:
Naval base size determines the range of colonisation. Larger naval bases mean that you can colonize places that are further away from the naval base. The naval base level is tied to the same tech as railways - in other words, you can expand naval bases to the same size as your railroad infrastructure, as follows:
Experimental Railroad – Civilian Harbour
Early Railroad – Small Harbour
Iron Railroad – Medium Harbour
Steel Railroad – Large Harbour
Integral Railroad – Dry Dock
Autobahn – Large Dry Dock
