I always thought Victoria had one of the best maps out there for a paradox game, and it would make for a great foundation for a mod in a different era-- and the population culture element is a cool feature. But industrailization and how manpower functions I dont think really lends itself that well to any such time piece mod; so im wondering, what elements of this are moddable?

-can i delay techs so agregiously as to make them impossible to research, removing all key tech for factories etc?
-can i create conditions for manpower outside of soldier pops, and make soldier pop recruitment more or less impossible ? [to stop the ai turning regions into 90% soldiers]

etc? Any of these ideas possible?
