I say it's better to let Victoria II die quietly and peacefully as a good game in spite of its flaws than see it be usurped by a third game. I get a little ill imagining the theme music playing over some clay looking map while we're shown that pops no longer have needs or something because it was too "micromanagey" and that instead they get something like "life points" or what not to determine if they promote.
This isn't forgetting that the player would need to know how to spend their industry points (railroads or technology? Because those are completely mutually exclusive for "competitive" game design.)
Imagine tuning in every Friday for the Multiplayer Streams where you have Prussia owning literally the entirety of central Europe while the devs min max their way through pre-release builds of their own game.
Sorry for the rant, I just don't think I trust Paradox with this property anymore.
I haven't played Hoi4, I've heard a mix of good and bad, but I've played Ck2 and Eu4, along with a lot of older clausewitz/paradox titles, and I'm coming from this with my opinion of the new Civ VI coming out: that I don't think that it should be a thing, because everything that was needed, acceptable graphics, good interfaces, good mechanics good gameplay is already in V, and everything it might need was in the dlc. For me, it's the total experience of a Civilization game. That's Ck2 and Eu4 - they're the complete experiences, and there is just so much in them that plenty of us have thousands of hours put into them. However, as much as I do love Victoria 2, it still needs something. Graphics for unit models are blocky, and I hate the default unit model, and the interwar defaults even more, and while the mechanics and interface are still especially good, it still needs a current gen multiplayer, and it needs additional features and options (I'd really like an option to fracture the Russian Empire into more pieces, so that the Kazakhs, Tatars, Yakuts, etc can have their own nation so a declawed Russia can't retain it's siberian strength, and I'd also like diaspora events for nations with -10% Primary pops). I think that Hoi4, after patching, balancing and dlc'ing, it'll be the Hoi that everyone thinks of, and I think a Vicky 3 will be the same (I just need to convince myself not to touch it for a few months so then they fix it)
