Please explain the issue you experienced in the most condensed way possible
Austria-Hungary had a Romanian revolution. I have supported them. Then, during this war, they had a revolution within Romania, which I did not interfere with (War was lost anyways). Additionally, a Serbian revolution started. I initially supported them, but backed down and left after one of the Romanias lost to Austria-Hungary. The troops refused to demobilise after this.

Please explain how to reproduce the issue
I believe the key here is that my troops remained mobilised after the lost war, because I supported Serbia, and backing down from this conflict did not trigger the demobilisation. I have checked it with the autosave, and first stopping Serbian support and then capitulating from Romanian war makes generals to demobilise correctly (See autosave_1 for ongoing conflict, which may allow you to see the issue a bit more detaile).
