Please explain the issue you experienced in the most condensed way possible
When I look at "Export Trade Routes/Unavailable Options", I often see routes with Productivity 0.00 with countries that I should be able to trade with. For example, in the attached save, Opium (and Autos) is showing this message for Britain, even though Britain has a shortage and their market price is higher than USA, and they have buy orders in their market (for both) and USA has sell orders. This seems broken.

Please explain how to reproduce the issue
Open attached save, play as USA, Open Export Trade Routes/Opium/Unavailable Options" and mouse over "British Market". Note the error message and the Price Impact for Britain (87.5) and American (71.3)

Is there anything else you think could help us identify/replicate the issue?
Note that this might be a message "feature" - if it's working as intended, then it would be useful to have a better message to understand why zero units would be sold.

Note: After posting this, I realized that it's probably mostly due to poor relations - almost all of the countries showing this error show relations of Poor or worse. On the other hand, Prussia is exhibiting the same behavior, and they're Friendly towards the USA. This might be related to a different issue, where countries sometimes seem to shut down all trade routes when entering a war (with someone else), then after the war they still are not available for trade.

If the primary issue here is the poor relations, then please consider this a request for a better "why" message, e.g. "Relations must be at least ..." Thanks!!
