In electoral voting, the politically active population does not coincide with party voters.

Please explain how to reproduce the issue
In any electoral vote of the game.

Is there anything else you think could help us identify/replicate the issue?
The image that I have attached shows the elections in Spain. The active population is 9.82M, but the communist party voters are 42.5M and the progressive party 11.5M for example. The numbers do not match.

Thanks for the report! The vote numbers are indeed not random and are a result of Political Strength, but since it is rather unintuitive the team will be looking into improving it. I'll refer you to another comment that explains a bit more: Link. Hope that makes it clearer!
