Please explain the issue you experienced in the most condensed way possible
I've had several populationa (on American Naaru) for decades that have been stuck at "Starving (1)" even though on the "Economy" tab Weekly Pop Income is 3x Weekly Pop Expense. There are a very small number of workers in the pops (<10) - I suspect some sort of underflow might be going on.

Please explain how to reproduce the issue
Load save game and look at American Naaru. Run a few weeks and note that their status never advances (even the unemployed pops are bringing in 3x expenses). This has been going on since I first notices the "(1)" pops long ago in game time.

Is there anything else you think could help us identify/replicate the issue?
It's acting as if there might be some sort of rounding to zero going on.
