Please explain the issue you experienced in the most condensed way possible
I (USA) had Greenland as a puppet. However somehow Scandinavia formed, annexing Greenland without my involvement nor knowledge.

Please explain how to reproduce the issue
Own Greenland as puppet as USA. Have Sweden form Scandinavia. Presumably high relations between Sweden and Greenland?

Is there anything else you think could help us identify/replicate the issue?
