Please explain the issue you experienced in the most condensed way possible
I started a diplomatic play against Russia to make them my puppet and my other puppet Canada sided with the enemy. I dont know if this is intended since they have a defensive pact.
Please explain how to reproduce the issue
Have a puppet with a defensive pact and declare war against the other member of the pact.
Is there anything else you think could help us identify/replicate the issue?
