Please explain the issue you experienced in the most condensed way possible
The SoL is broken, i looked at the game files and there is an arithmetic error in common/defines/00_defines.txt line 1604, it should be +min_mortality instead of -min_mortality.

This causes death rate of 20 SoL pops to be about 0.4% instead of the intended 2.7%

Please explain how to reproduce the issue
Its just a base arithmetic error in the game files, you'll realize when you see that 20 SoL people have a much lower death rate than 50 SoL.

Yeah was here since launch, made worse by 1.2, weird that no one caught it during open beta

Its unbalanced then and any shifts can end up with negative mortality around SoL 20 - or it being highest point depending on numbers inputted.
Worker coop destroys pop growth as mortality doubles or even triples as average SoL nears 30.

It also strongly weakens decay of literacy, radicals and loyalists if most of pops are around SoL 20.
Workforce ratio also is slowest to fully converge too.
All mortality reduction also is nearly useless for pops around SoL 20.

This worked correctly before 1.2 rework - mortality trend was monotonic.
