Please explain the issue you experienced in the most condensed way possible
The territory comprising the decentralized nation of Nimiipuu around the US state of Idaho can't be colonized. It also cannot be conquered. My Manifest Mexico run is ruined. AI United States was also having trouble colonizing/conquering the area.
Please explain how to reproduce the issue
Run a normal game as Mexico
Is there anything else you think could help us identify/replicate the issue?
