Please explain the issue you experienced in the most condensed way possible
Port building gets bugged from queuing them to be built and then conquering rest of the state, pushing the desired amount above maximum level.

Please explain how to reproduce the issue
(The save file is a bit after the issue occurred, but still the effect is visible)
I played as Russia, colonized Togo (which starts with Danish colonies in it) and started a diplomatic play for their part of it. Since it was an isolated region, I queued up 2 levels of port to be built. As it turns out the Danish surrendered the land, but had built its port to the maximum. The game became confused, started displaying level of it as unavailable, the buildings in the queue were showing an issue with construction, and ever since I was not able to really do anything to them, beyond changing production methods. It's just stuck grayed out. I am not even sure it works.

Is there anything else you think could help us identify/replicate the issue?

Hi, FranklyJustNess,

Thanks for reporting this! We've added the issue to our bug database, and the team will be looking into it. Looks like this can happen if one state has the max level of Port while the other has it queued, but not completed, at the time the region is unified.
I've been able to activate the Port back by building another level (if this isn't possible in regular play it can be done in debug mode), so hopefully it's at least something you can get around for the time being.
