Please explain the issue you experienced in the most condensed way possible
Luxembourg is part of the dutch market in the 1836 start. Albeit that this is historically likely more correct, considering that Luxembourg was in a personal union with the Netherlands, for gameplay purposes it would be better if it would be part of the belgian, (alternative option) prussian or french market. Currently Luxembourg has 0% market access, which severely cripples the development of the country. If the AI or dutch player does not conquer Belgium or Luxembourg doesn't switch markets, which didn't happen during my 30 years of play in the game as the Netherlands thus far, it will remain severely crippled. It is better to make a compromise here and have it be in another market.
Please explain how to reproduce the issue
Start the game as Luxembourg in 1836 and observe that it is in the dutch market with 0% access.
Is there anything else you think could help us identify/replicate the issue?
