Please explain the issue you experienced in the most condensed way possible
I (Turkey) fight a war against Russia, adding a war goal to liberate a country. Normally, this creates an independent country. However, when the war goals are enforced, the countries are released as Austria's puppets. Russia is in Austria's customs union, but Austria is not involved in the war.
Please explain how to reproduce the issue
I have attached a save file with a war that's about to finish this way, releasing Crete and Dagestan as Austria's puppets. You can also see Georgia, Armenia, and Azerbaijan being Austria's puppets, they were released this way in a previous war.
Is there anything else you think could help us identify/replicate the issue?
