Please explain the issue you experienced in the most condensed way possible
USA declared war on Sikh Empire (Player). US wargoals include annexation of a state, liberation of a country, and liberation of a subject. There is no land border, there have been no attempted naval invasions and no battles. No Territory is occupied. War support for both nations is at zero and can not go down any further. "Liberate (Vassal) Mysore is achievable through capitulation"-modifier at -90 prevents white peace, even if there is no forced capitulation in sight and no war goals have been occupied.

Please explain how to reproduce the issue
