Please explain the issue you experienced in the most condensed way possible
As number of max interests are also increased by ports, having a port that has barely enough labor to provide interests at, for example, 1.49 instead of 1.50. This rounding method keeps deleting your most recent interest.
Please explain how to reproduce the issue
Have a port in a state that has insufficient labor.
Is there anything else you think could help us identify/replicate the issue?
