Please explain the issue you experienced in the most condensed way possible
Playing as France, i cannot change any laws. Exemple i want to enact public health but the game give me a 0% even the catholic approve and they are in the gouvernment. the legitimacy of my gvt is 72.

Please explain how to reproduce the issue

Not a bug, you don't have anyone in the government who might want to enact this law. Its only becomes enactable if you have trade unions seating in the government. Clergy and armed forces are simply not interested in the public health law.

Im not a dev, Im just a random guy wanting this game to be less buggy. But I cant get your savefile to show in the load game menu, weird...tried both english and france version, maybe you game is corrupted somehow?
I just checked the integrity of the game and all seems ok. Anyway thank you for your time.

Well, the game recognized save file, but Im kinda clueless why this is happening, switching countries around and changing their laws seems to work fine. Also, I was able to start passing professional army law after some changes in the goverment, but It chances were low, so, not sure whats happening there. You werent cheating during the game in any way, even slightly?

So I loaded the save without any problems, and it seems like you have a -30% law enactment success chance from "Government in Bed" currently active. The game does not let you attempt to pass any law with a success chance of 0, so that's why it's grayed out. Now normally those enactment success chance modifiers are supposed to disappear once you pass the law, or abandon trying to pass it. I'm not sure why you have it even though you aren't in the middle of passing a law, so that's probably a bug. Anyway, best workaround I can think of for you is attempt to pass any law, and then immediately abandon it, to get rid of that government in bed modifier. Your best bet is probably National Militia, since you have 29.7% of the 30% clout needed to attempt to pass it. Simply hiring/promoting a rural folk/landowner commander should push you over the limit.

NB: You can see this modifier is present by holding your mouse over the 0% in (Enact 0% chance every 180 days).

Hi all!

Thank you for the report and the investigative work of everyone involved!
We looked into this and it appears that the 0% Enactment chance / blocked Laws are indeed caused by the Government in Bed modifier, which should not be active when no Law is in progress. It looks like this can happen if the law is cancelled before interacting with the event.
We have added this to our bug database and the dev team will be investigating the problem.

Just to add to this a bit, it seems like the law_advance/debate/stall pulse events defined outside of the law_events folder are missing cancellation_triggers, and can be found in:
