Please explain the issue you experienced in the most condensed way possible
1. Rebellions (such as the American Confederacy, Facist/Communist/Cultural Rebellions) seem to get themselves into a peace-state with their previous owner, yet cannot be interacted with/invaded in return - causing chunks of land to be impossible to conquer

2. In the Congo River Exploration the results for dealing with the Hippo are backwards, you get progress for it going wrong and vice versa. (not in the savegame attached)

3. It becomes basically impossible to conquer (not puppet) entire countries (e.g. Qing which can't be puppeted) when you are more powerful than the AI and they surrender a single state every war, with a ~6 year turnaround there isn't enough time in the entire game to conquer some countries (20+ state)

4. Countries siding with Colonial backlash cannot be punished for their part in the war, yet are still protected

5. Explore the American Western Frontier doesn't trigger the Oregon compromise with Britain for all outcomes (Salt lake doesn't), think this is a little misleading given the description in that journal log

6. Explorations get weird if the general dies while out exploring - the expedition doesn't end and the general comes back to the army base, but cannot be mobilised while still taking up their portion of the troops

7. Defaulting doesn't stack - you only ever get the ~5.5% penalty despite spending multiple years in default.

8. Achievement "The Berlin Conference" not triggering

Please explain how to reproduce the issue
1. I don't know what causes this to happen, I think the AI settles a white peace or other lesser peace rather than overthrow/subjugation
2. Happens when you go after the hippo
3. Be scary
4. Have another country volunteer to help a state that doesn't want to be colonised
5. Play as US, explore the Western Frontier, Salt Lake won't trigger the journal progress, the other two will regardless of finishing order
6. Send a really old general on an expedition and they can die of old age
7. Be broke (I think the balance adjustment might apply all income going off default, then take off all outgoings to go back into default for the "first" week to start again)
8. See save file

Is there anything else you think could help us identify/replicate the issue?
