Please explain the issue you experienced in the most condensed way possible
If you're in someone else's market -- say you're Columbia District, part of the British Market. If you start a trade route, it requires *your* convoys (from your port) -- but the profit goes to the Trade Center in London, as does the tax revenue on it.
The port is pure loss as currently implemented. So there's no point in building a port or trade routes as a junior member of a market, unless you're addressing a hard resource limit. Let Britain build its own trade routes! (The AI seems smart enough to realize this, too! It builds no ports.)
This may be semi-intentional, but the way it plays out isn't desirable. It's just weird to have no ports in any of the British Dominions, except one per CONTINENT for Market Access. There are probably several underlying problems here; but I think the core problem is that Convoys aren't a Good with a Price. (The way Transportation and Services are.)
If Convoys were a Good, which was produced by Ports and consumed by Trade Routes, then you would build a Port, get paid for the convoys, and not worry about the trade revenue going to London (because London's paying you for the convoys)
