Please explain the issue you experienced in the most condensed way possible
After an Election all parties dissolved. I now get no legitimacy from votes. Even if I try to add all IGs into government I still get no legitimacy from votes.

Please explain how to reproduce the issue
Somehow lose all parties.

Is there anything else you think could help us identify/replicate the issue?
Play a country with some parties and some IG's no in a party. Add all the parties to government and observe getting 100% votes. Then remove the parties and add the non party IGs. Observe legitimacy from votes is removed from the tooltip.
