Please explain the issue you experienced in the most condensed way possible
Loaded my game as the USA where I was making loads of profit often up to 100+K (in the black/green), to find I was suddenly 200K in the red and had 2K admin in the red as well. I was scouting Panama so I was already in the admin red by like 200-400. Might be that it's not applying the White House building effect?

Please explain how to reproduce the issue
Load the game and see the state of the economy. Had 3 saves going, all of them now corrupted by this bug and the economy is so broken the game is unsalvageable.

Is there anything else you think could help us identify/replicate the issue?

Thanks for reporting this!
It is difficult to tell what is causing the additional spending + bureaucracy deficit without seeing the state before reloading, unfortunately.
However, it seems that most of the financial and Bureaucracy issues are caused by a Telephone shortage. I changed the Government Admin production method to one without phones - waited for the shortage to end - and changed back to Telephones; before the shortage starts again, the country has scarcely any BUR deficit and is about +55K in the black. Is it possible you were importing Telephones from a Market you've lost access to? (Either by design or by a hidden bug)
If there are any other saves where you've observed this issue, attaching those + any additional observations would help find out what's missing. Thanks!

My economy was fine (great in fact), but I needed more BUR for institutions, so I focused on getting the admin tech with phones, thinking I could import some phones, but no one in the world makes phones (which I think is stupid, surely the ability to make phones should be unlocked with this tech rather than a separate econ tech, I mean how could someone invent something that uses a resource which hasn't been invented yet?), although when I first switched admin to using phones it worked perfectly fine and gave me the extra BUR, which I then spent on institutions. When I loaded the game it seems to have *fixed* the bug that I'm guessing gave me the BUR when it shouldn't, which in turn broke my economy beyond repair and completely ruined that entire playthrough (I'd just be sat in the red not able to do anything for the rest of the game. Sad because I was still learning the game but still really enjoying it but this has put me off playing. :(

I see, thank you for the answer!

So first thing's first, about the tech unlocks, it's generally intended to have the Tech tree be somewhat balanced in that you'll need a tech from Production to make things, and another tech to enable the use of specific production methods; but it's totally understandable that especially to a new player the "unlocks Telephone Switchboards" can be confusing, and I can for sure add communicating this as a suggestion to our database.

As for the issue with reloading, while it is certainly intended to have that shortage and deficit, I am going to check with our team and update you if we are able to identify the problem.

Good news - looks like we've found the issue and it is already in our database, so it will definitely be looked into. Looks like sometimes the Bureaucracy balance won't show correctly until reloading. Hope you have a good rest of the week!

I actually already understood that you needed a separate telephone tech, although it still seems silly to me that you can quite easily research something which requires a resource you're physically unable to obtain.

I was actually prepared to focus on researching the telephone tech next and set myself up an early monopoly on phones, it's just that I tried testing out switching the admin to using telephones anyway just to see the reaction, and it gave me the bonus BUR (like 2k+ or so).

I was surprised I got it, but used it anyway for institutions, then I reloaded and then as you said the Bureaucracy balanced itself, but the real issue was the game allowing me to use non-existent telephones or for the building/market to forget about them for some reason.
So I think this was a couple of bugs at once not just the loading Bureaucracy balance thing.

Game always lets you have buy orders and no sell orders.
Pops are unaffected - only issue is +75% goods base price.
Buildings usually get 50% output penalty with severe enough shortage.
