Please explain the issue you experienced in the most condensed way possible
I had electric streetlights and changed form oligarchy to autocracy as Spain. The acievement didnt trigger.

Please explain how to reproduce the issue


Is there anything else you think could help us identify/replicate the issue?

Most likely you have a state without 100 urbanization thus not having an urban center.
You need an urban center in all owned statesy even the unincorporated
Take a look at your small and undeveloped colonies to check for urban centers.
