Please explain the issue you experienced in the most condensed way possible
Sometimes, elections break and all parties get 0 votes. The election pop-up simply says that election results are in without telling you the results. By extension, they don't get legitimacy from votes, so legitimacy becomes very low no matter what you do.

Please explain how to reproduce the issue
I'm not completely sure but I think it happens when parties combined have less than -100% momentum.

Is there anything else you think could help us identify/replicate the issue?
I've attached a save file with a broken election in progress. Both existing parties are projected to have 0 votes, and (possibly barring an event) that's how the election concludes.

Thank you so much for reporting this issue with elections having no votes at all during their entire voting period.

Indeed this has been observed and I've forwarded it to our bug database for a closer look. While having -100% momentum could most definitely cause 0 votes to be had, the other party has -28%, which should have votes populate normally.
