Please explain the issue you experienced in the most condensed way possible
As Lanfang, I was fighting a war of independence against China. They had a defensive pact with Russia, so Russia joined. Russia and I both owned parts of New Zealand's South Island. I occupied it and Russia eventually capitulated. I began receiving war reparations from them.
Once China was willing to make peace, I noticed that Russian war reparations were still valid. I added them to my independence demand for peace, they accepted, and I now have double peace.
Please explain how to reproduce the issue
Demand reparations from someone other than the main target, and get them to capitulate out first. Then sue for peace with your main target and add those reparations to that.
Is there anything else you think could help us identify/replicate the issue?
The last autosave before the end of the war is attached. No need to do anything to win.

Which... isn't actually doing that right now. Since swapping mods around breaks savegame compatibility, I actually use this mod as a place to store my own personal changes/fixes. Currently, only three defines (battle_picking_invasion_target_closeness, min_assimilation and min_conversion) are modified, as well as character_events.txt.
If you download the mod and then just delete the defines file from it, that should trick the game into letting you load the save, since the file just identifies mods, rather than changes. Please don't "fix" that—I don't want mod updates/changes to break savegame compatibility!
A screenshot is also attached. Side note: Journal entries are now always included in the outliner, even if it's just to say that I *haven't* pinned them. The outliner is already very tiny and gets obscured whenever things happen, and the "unpinned entries" notice has made me regret not choosing free play, because it hides the stuff I actually care about in the outliner.
