Please explain the issue you experienced in the most condensed way possible
I see all the time that the AI gets war goals to annex the decentralized nations they are colonizing, but for me the decentralized nations will do absolutely nothing even when the tension is at 100, so i'm stuck unable to expand my colonies quickly while the AI gets to just absorb everything they want through those diplomatic plays.
Please explain how to reproduce the issue
Have a decentralized nation at 100 tension.
Is there anything else you think could help us identify/replicate the issue?
