Please explain the issue you experienced in the most condensed way possible
As US, I started diplomatic play against Mexico to return the state of California. Quickly, russia got involved on Mexico side. I backed down and started the same play, but with return the state of Texas. russia was not among the possible involved parties.
Then I simply added remaining "return state" war goals (including California) to get all my Manifest Destiny states. russia didn't bother at all and I had much easier time recreating historical borders.

Please explain how to reproduce the issue
Just play US normally and start DP against Mexico - starting with California (where russia has declared interest) or starting with Texas.

Is there anything else you think could help us identify/replicate the issue?
(the screenshot is irrelevant, but I can't proceed without attaching anything).

Sure - save from 1861 - you can immediately start "return state" DP - when starting with western states, russia gets involved. Start with Texas and you can safely add the western states as war goals later.
