Please explain the issue you experienced in the most condensed way possible
As America I got built both Panama and Suez canals decades ago, but something about the 1.2 update changed the economics so that it's unreasonably difficult to attract workers to the territory even though they're subsidized.

Please explain how to reproduce the issue
See American Sinai in attached save. I got Panama and Suez decades ago, but can't get enough workers for Suez (probably because American Sinai's population is too small). I managed to get Panama over the threshold by eliminating all other industry/bases and doing "Greener Grass", but no joy for Suez.

Is there anything else you think could help us identify/replicate the issue?
I think 1.2 (mildly) broke something for small states' populations - see American Naaru in the save file for an example. Also note that Suez Canal is losing money even though I'm subsidizing it.
