Please explain the issue you experienced in the most condensed way possible
Can't annex puppet state. The relations are normal / poor (have several puppets), there is no truce between the nations, as far as I know that should work.

Please explain how to reproduce the issue
load the attached save game, look up the pupet states

Is there anything else you think could help us identify/replicate the issue?
My bet is on the fact that I don't have my own market.
- if that is indeed the game mechanics, that should be explicitly stated (e.g. by a tooltip explaining what are the reasons I can't do certain diplomatic actions).
- if not, then this should be fixed.
Remark: why 10? I just spend several hours playing a game that got unplayable (as I have no clue how to fix the issue or whether I can fix it at all). Please make the mechanic more self explanatory. If management says that there is no time for that - tell that should also pay off with better bug reports and less user frustration (hence better retention).

I think this has to do with the fact that customs unions are technically considered a kind of subject-overlord relationship in some respects. So when you want to start a play on a country, the game checks if it is_subject (which excludes customs unions), and if it is, what are your relations with any_overlord_or_above (which DOES include customs unions).

Here's a useful tip for you: If you want to know why you can't select a specific wargoal, simply open up the diplomatic lens, go to diplomatic plays, click on the desired play, and hover over the desired state.

As a very brief demonstration, I made a game where Spain joined the French customs union and made Morocco a dominion. Morocco in turn made Algeria a vassal. Here's what shows up when I try to make Morocco annex Algeria:

So as you can see I have to drop my relations with both my overlord and my overlord's senior customs union partner, and have to wait for a truce with my overlord to expire (even though I wouldn't be fighting Spain in the first place).
Similarly, Spain can't annex Morocco because Spain's relations with France are too high:

I hope this helps! For what it's worth, I recently released a mod of bug fixes/workarounds on the steam workshop that, among other things, creates a decision that lets players start diplo plays to annex their subjects, even if you are in someone else's market.

@Ra'zac thanks! I wasn't aware that one can do a diplomatic action via diplomatic lens.
I still would be happy to see the unavailable options in the country->interactions view. I usually don't use most of the lenses (including diplomatic one) as they seem like very indirect way of doing things.
